S&P downgrades Belgium to AA on funding pressures (Reuters)

NEW YORK (Reuters) ? Standard & Poor's downgraded Belgium's credit rating to AA from AA-plus on Friday, saying funding and market risk pressures are raising the chances the country's financial sector will need more support.

S&P said difficulties in the country's banking system and the government's inability to respond to economic pressures contributed to the downgrade.

Belgium's government debt position has worsened in recent months, particularly after it bought the Belgian arm of failing French-Belgian bank Dexia (DEXI.BR) earlier this year.

Borrowing costs have increased sharply in recent days. The country's benchmark 10-year yield rose one percentage point to 5.832 percent on Friday from 4.817 percent at the beginning of the week.

"We think the Belgian government's capacity to prevent an increase in general government debt, which we consider to be already at high levels, is being constrained by rapid private sector deleveraging both in Belgium and among many of Belgium's key trading partners," S&P said in a statement.

Russians to cut Putin's party majority in vote: poll (Reuters)

MOSCOW (Reuters) ? Russian Prime Minister Vladimir Putin's ruling party is likely to get a far smaller majority in parliament at the December 4 election, the country's biggest independent pollster predicted on Friday.

Based on its last major opinion poll before the election, Levada-Center said Putin's United Russia party would win about 252-253 places in the 450-seat lower house of parliament, down from 315 it has now.

Levada-Center director Lev Gudkov said Russian voters perceived United Russia, which is being led into the election by President Dmitry Medvedev, as dominant but devoid of policy.

"United Russia is conducting quite a weak electoral campaign," Gudkov told reporters in Moscow. "It doesn't really have much of a program."

Putin, who is almost certain to win a March presidential election, has hinted a poor showing by United Russia could affect his plan to appoint Medvedev as prime minister in a job swap.

"Putin will easily win in the first round because the political field is managed and opponents have been sidelined," Gudkov said of the presidential election, which the upper house of parliament said on Friday would take place on March 4.

The Levada pollster predicted the Communist Party would come second in the parliamentary election with about 94 seats, followed by the nationalist LDPR party winning 59 seats and the Just Russia party with 44 seats.

Physicists Dive into Oscillation Frequency of Coffee

At a recent math conference, Rouslan Krechetnikov watched his colleagues gingerly carry cups of coffee. Why, he wondered, did the coffee sometimes spill and sometimes not? A research project was born.

Although the problem of why coffee spills might seem trivial, it actually brings together a variety of fundamental scientific issues. These include fluid mechanics, the stability of fluid surfaces, interactions between fluids and structures, and the complex biology of walking, explains Krechetnikov, a fluid dynamicist at the University of California, Santa Barbara.

In experiments, he and a graduate student monitored high-speed video of the complex motions of coffee-filled cups people carried, investigating the effects of walking speed and variability among those individuals. Using a frame-by-frame analysis, the researchers found that after people reached their desired walking speed, motions of the cup consisted of large, regular oscillations caused by walking, as well as smaller, irregular and more frequent motions caused by fluctuations from stride to stride, and environmental factors such as uneven floors and distractions.

Coffee spilling depends in large part on the natural oscillation frequency of the beverage?that is, the rate at which it prefers to oscillate, much as every pendulum swings at a precise frequency given its length and the gravitational pull it experiences. When the frequency of the large, regular motions that a cuppa joe experiences is comparable to this natural oscillation frequency, a state of resonance develops: the oscillations reinforce one another, much as pushing on a playground swing at the right point makes it go higher and higher, and the chances of coffee sloshing its way over the edge rise. The small, irregular movements a cup sees can also amplify liquid motion and thus spilling. These findings were to be detailed at a November meeting of the American Physical Society in Baltimore.

Once the key relations between coffee motion and human behavior are understood, it might be possible to develop strategies to control spilling, ?such as using a flexible container to act as a sloshing absorber,? Krechetnikov says. A series of rings arranged up and down the inner wall of a container might also impede the liquid oscillations.

Cops: Woman tried to smuggle drugs in hollow Bible

(AP) ? Deputies in South Carolina say a woman used two hollowed-out Bibles to try to smuggle weapons, drugs and a cell phone to a prison inmate.

Sheriff Barry Faile said Monday authorities began investigating 28-year-old Shareca Latoya Jones earlier this month after a package mailed to Lieber Correctional Institution was returned to a post office in Lancaster. Inside the package were two Bibles containing razor knives, a cell phone, ecstasy pills and more than 28 grams of cocaine.

Deputies identified Jones as the person who mailed the package from a Kershaw post office. In her car, authorities found a loaded handgun, drugs, cell phones and cash.

Jones is facing drug and contraband charges. She was released from jail on bond, and it wasn't known if she had an attorney.

NBC News adds Meghan McCain as contributor (Reuters)

NEW YORK (TheWrap.com) ? NBC News is making a run on high-powered daughters.

MSNBC announced Monday that Meghan McCain, daughter of Arizona Senator John McCain, has joined MSNBC as a paid contributor, making her first appearance on "NOW with Alex Wagner."

McCain has appeared as a guest on the "Lean Forward" network since 2009, but this makes her post official -- and salaried.

This news comes less than a week after NBC News announced that Chelsea Clinton, daughter of Bill and Hillary, had come aboard as a special correspondent. And then there is Jenna Bush Hager, contributor to NBC's "Today" show and daughter of president number 43 -- George W. Bush.

While Clinton's appointment struck some as a case of nepotism, McCain has not only contributed to the network for a few years but is a columnist for The Daily Beast, where she writes about social issues, marriage equality and other such topics.

In a press release, MSNBC cited McCain's "unparalleled exposure to American politics" while McCain described it as a "unique opportunity to share my perspective as a Republican on a network I respect and have built a relationship with over the past two years."

Panel set to fail to cut deficit $1.2 trillion (AP)

WASHINGTON ? The imminent collapse of a special deficit-reduction supercommittee on Monday promises to set off yet another round of the Washington blame game as the panel officially admits failure in its quest to sop up at least $1.2 trillion in government red ink over the coming decade.

The bipartisan 12-member panel is sputtering to a close after two months of talks in which key members and top congressional leaders never got close to bridging a fundamental divide over how much to raise taxes. The budget deficit forced the government to borrow 36 cents of every dollar it spent last year.

Several panel members attended a last-ditch meeting at mid-day. But there was no indication of a breakthrough, and congressional aides said they expected a formal statement within a few hours announcing the panel's failure to reach a compromise.

In spite of agreement among Democrats and Republicans on the urgent need to address the nation's spiraling debt problem ? the national debt topped $15 trillion last week ? Republicans and Democrats appeared to have never gotten particularly close, at least in the official exchanges of offers that were leaked to the media.

"There is one sticking divide. And that's the issue of what I call shared sacrifice," said panel co-chair Sen. Patty Murray, D-Wash., on CNN's "State of the Union."

"The wealthiest Americans who earn over a million a year have to share too. And that line in the sand, we haven't seen Republicans willing to cross yet," she said.

Republicans said Democrats' demands on taxes were simply too great and weren't accompanied by large enough proposals to curb the explosive growth of so-called entitlement programs like Medicare and Medicaid.

"If you look at the Democrats' position it was `We have to raise taxes. We have to pass this jobs bill, which is another almost half-trillion dollars. And we're not excited about entitlement reform,' " countered Republican Jon Kyl of Arizona on NBC's "Meet the Press."

The White House, which assumed a hands-off posture as the negotiators struggled, issued a statement calling on the all-but-disbanded committee to keep working.

"Avoiding accountability and kicking the can down the road is how Washington got into this deficit problem in the first place, so Congress needs to do its job here and make the kind of tough choices to live within its means that American families make every day," White House spokeswoman Amy Brundage said.

Monday is deadline day. The panel officially has until Wednesday to approve a deficit-slashing plan, but under its rules, any plan would have to be unveiled 48 hours in advance.

Instead, it appeared co-chairs Sen. Patty Murray, D-Wash., and Rep. Jeb Hensarling, R-Texas would issue a statement declaring the panel's work at an end, aides said.

Failure by the panel would trigger about $1 trillion over nine years in automatic across-the-board spending cuts to a wide range of domestic programs and the Pentagon budget, starting in 2013, according to the Congressional Budget Office. This action, called a "sequester," would also generate $169 billion in savings from lower interest costs on the national debt.

Defense Secretary Leon Panetta says the required cuts of up to $454 billion to the Pentagon would be "devastating" and leave a "hollow force." Defense hawks of Capitol Hill promise they won't allow them to be that deep. But that effort will be complicated by the insistence of other lawmakers that the overall amount of the budget cuts be left in place.

The panel's failure also sets up a fight within a battle-weary, dysfunctional Congress over renewing a payroll tax cut and jobless benefits for the long-term unemployed, both of which are set to expire at the end of the year. Both proposals are part of President Barack Obama's $447 billion jobs plan.

Extending the current 2 percentage point payroll tax cut isn't a popular idea with many Republicans, but allowing it to expire could harm the economy, economists say. So too would a cutoff of unemployment benefits averaging about $300 a week to millions of people who have been out of work for more than six months.

Serious negotiations ended Friday after Democrats rejected a $644 billion offer comprised of $543 billion in spending cuts, fees and other non-tax revenue, as well as $3 billion in tax revenue from closing a special tax break for corporate purchases of private jets. It also assumed $98 billion in reduced interest costs.

Earlier exchanges featured a more than $3 trillion plan from Democrats that would have increased tax revenues by $1.3 trillion in exchange for further cuts in agency budgets, a change in the measure used to calculate cost-of-living increases for Social Security beneficiaries, and curbs on the growth of Medicare and Medicaid.

"We put on the table a proposal that required tough compromises on both sides, and they never did that," said Rep. Chris Van Hollen, D-Md., the only House Democrat on the panel to participate in late-stage bipartisan talks.

Republicans countered with a $1.5 trillion plan that included a potential breakthrough ? $250 billion in higher taxes gleaned as Congress passes a future tax reform measure. The plan was trashed by Democrats, however, who said it would have lowered tax rates for the wealthy too far while eliminating tax breaks that chiefly benefit the middle class.

Syrian troops attack despite Arab peace plan

Syrian troops stormed a central town and a northwestern region in search of regime opponents on Saturday, activists said, a day after the government agreed in principle to allow the Arab League to send observers to oversee a peace plan proposed by the 22-member bloc.

The attacks on the town of Shezar in the central province of Hama and on the restive Jabal al-Zawiya region near the Turkish border came as pressure mounted on Damascus to end its eight-month crackdown on anti-government protesters. The unrest has killed more than 3,500 people since mid-March, according to U.N. estimates.

The British-based Syrian Observatory for Human Rights and another activist group called the Local Coordination Committees said land and cellular telephone lines as well as electricity were cut in the Jabal al-Zawiya region, where army defectors have been active for months.

Elsewhere, two army defectors were killed in a clash with troops in Qusair near the border with Lebanon, while a civilian was killed by security forces in Hama, said the observatory. The Local Coordination Committees had a different toll, saying one person was killed in Qusair and one in the central city of Homs.

Syria agreed in principle Friday to allow dozens of Arab observers into the country to oversee an Arab League peace plan that calls on the government to stop attacking demonstrators, pull tanks out of cities and begin negotiations with the opposition.

It was a significant concession from a hard-line regime that loathes any sort of outside interference. But critics say the government is only stalling, trying to defuse international pressure while continuing its bloody crackdown.

The Arab League has already suspended Syria's membership in the bloc for failing to abide by the peace plan. On Wednesday, the league gave Damascus three days to accept the observer mission or face economic sanctions.

Violence has escalated in Syria over the past week, as army dissidents who sided with the protests have grown more bold, fighting back against regime forces and even assaulting military bases. Activist groups said security forces on Friday killed at least 16 anti-government protesters.

Pressure from European capitals and the U.S. is also building on President Bashar Assad to end the bloodshed.

An official at Britain's Foreign Office said Foreign Secretary William Hague intends to meet opposition representatives in London on Monday.

French Foreign Minister Alain Juppe called on the U.N. Security Council to strengthen sanctions against Assad's regime. However, Russia, which holds veto power in the council, urged caution in moving against Damascus.

In Washington, State Department spokesman Mark Toner said the U.S. has seen no signs that Syria's government will honor the Arab League proposal.

Syria's neighbor to the north, Turkey, has become one its most vocal critics, a notable shift because the two countries once had close political and economic ties.

On Saturday, Turkish Prime Minister Recep Tayyip Erdogan, commenting on the deteriorating relations between his country and its southern neighbor, accused Syria of not fulfilling promises for reform or to stop the bloodshed.

"In the past nine years, it was Syria and the Syrian people ? rather than Turkey ? that had benefited from the Turkish-Syrian friendship," Erdogan said.

"... Syria has not kept its promises to Turkey, to the Arab League or to the world. It made promises but did not fulfill them. It has not acted in a sincere trustworthy manner," he said.

The attacks on Jabal al-Zawiya came two days after an army force in the nearby area of Wadi al-Deif came under attack by army defectors, a clash that lasted four hours and left an unknown number of casualties among troops loyal to Assad, an activist said.

The activist, who spoke on condition of anonymity because of the sensitivity of the matter, said troops fired heavy machine guns mounted on armored personnel carriers.

The Arab League observer mission aims to prevent violence and monitor a cease-fire that Damascus agreed to last week but has been unwilling ? or unable ? to implement.

Nabil Elaraby, the head of the Arab League, said in a statement Friday that he received "amendments" to the monitoring mission from Damascus, which the league is studying. He gave no details on the changes Syria seeks.

The original league proposal had been for a 500-member observer mission but the number has dropped to 40, said Ibrahim el-Zaafarani, an Egyptian member of the Arab Medical Union who is expected to be part of the team for Syria. He said it was not clear why or on whose behest the number was reduced.

Six days left: Slowly, for super committee, failure is becoming an option

Republicans and Democrats remain far apart on how much tax hikes should contribute to deficit reduction. The deadline for the super committee to reach a deal is next Wednesday.

Within six days, the deficit-cutting ?super committee? must produce a plan that can both cut at least $1.2 trillion from the federal budget over 10 years and win majority support on the 12-member panel.

For weeks, the mantra from both Democrats and Republicans has been that failure is not an option. But as of this weekend, failure appears a likely prospect.

?No one is moving. No one is willing to move,? says Stan Collender, a longtime congressional budget analyst with Qorvis Communications in Washington. ?When they had an opportunity to do something on the deficit ? or maintain their party?s priorities ? both sides balked.?

He adds, ?This is probably the final admission ? there should be no more proof required ? that Congress is dysfunctional.?

If the super committee fails to reach a deal, some $1.2 trillion in automatic spending cuts will kick in beginning in 2013 ? including $600 billion in cuts to defense spending.

Republicans and Democrats remain far apart on how much tax hikes should contribute to deficit reduction, including whether to extend the Bush tax cuts for the wealthiest Americans. And Democrats are reluctant to offer concessions on entitlements until the tax side is resolved.

With the panel apparently at an impasse, top congressional leaders are becoming more assertive in determining the outcome.

?I think the leaders have some responsibility to help the committee succeed ? and that?s what we?ve been doing,? said Speaker John Boehner (R) of Ohio, at a press briefing on Thursday.

So far, the speaker and Senate majority leader Harry Reid (D) of Nevada have been in the loop on all offers and counteroffers, say aides close to the negotiations. But they have not dictated terms or prescribed a plan.

While the panel held four public hearings with all 12 members at the table early on, the norm in recent weeks has been more like shuttle diplomacy, with Republicans and Democrats meeting separately but getting together in bipartisan subgroups to hash out particular issues.

The most promising formula for success remains the proposal by Sen. Patrick Toomey (R) of Pennsylvania, which broke new ground for Republicans by adopting tax hikes as part of the deficit reduction package. Until that point, the GOP line had been to keep tax cuts off the table.

While the plan is still in flux, the template lays out $700 billion in spending cuts, nearly $300 billion in new revenue, mainly from curbing tax breaks, and some $200 billion in other items, including interest savings.

At midweek, Democratic aides close to the negotiations said that Democrats had accepted this framework. But by week?s end, members of the super committee, typically unwilling to reveal details of their deliberations, were speaking openly about the prospect for failure ? and blaming the other side.

?We want to achieve those savings by closing a lot of corporate tax loopholes and asking folks at the top to pay a little bit more, not locking in tax breaks for those individuals, which is what the Republican proposal would do,? said Rep. Chris Van Hollen (D) of Maryland in an interview Friday on CNN?s ?American Morning.? Representative Hollen is a member of the super committee and is the top Democrat on the House Budget Committee.

But ?it ain?t over till it?s over,? he added. ?We?re going to be working overtime to try and reach an agreement.?

In addition to ongoing leadership consultations, six members of the super committee met Thursday and again on Friday in hopes of reaching a consensus on the tax side. These include: Sens. Max Baucus (D) of Montana, John Kerry (D) of Massachusetts, Jon Kyl (R) of Arizona, Rob Portman (R) of Ohio, and Toomey; and Representative Van Hollen.

On Wednesday, a bipartisan group representing 45 senators and more than 100 House members rallied to urge the super committee to go big ? that is, aim for a $4 trillion package of deficit reduction ? with everything on the table, even if it means breaking with fixed partisan positions.

?This is about more than money. It's about whether the president and the Congress can competently govern, about whether we can face up to the biggest problem facing our country and, working together, can we solve that problem,? said Sen. Lamar Alexander (R) of Tennessee, who announced that he would be stepping down from GOP leadership after endorsing the bipartisan effort.

?We now have Republicans who?ve put revenues on the table. We have Democrats on the super committee who?ve put entitlements on the table. Both need to put more on the table and get a result, and we?re here to support them,? he added.

The Congressional Budget Office estimates that the federal government will spend some $43.9 trillion over 10 years. By that calculation, the super committee?s mandate to find $1.2 trillion amounts to less than 3 cents on the dollar.

?It?s not the magnitude of the number. It?s the nature of the policies they?re dealing with, which are very sensitive, depending on the political parties,? says Patrick Knudsen, senior fellow in federal budgetary affairs at the Heritage Foundation, a conservative think tank in Washington.

Still, that goal should have been attainable, says Maya MacGuineas, president of the Committee for a Responsible Federal Budget in Washington. ?It will not reflect well on the people who used this opportunity to move toward compromise to, instead, double down on their efforts to protect special interests over the national interest,? she says.

Dow, S&P 500 gain, S&P above key level (Reuters)

NEW YORK (Reuters) ? The Dow and S&P 500 gauges rose on Friday as falling European sovereign debt yields eased investors' fears the region's debt crisis, helping to keep the S&P 500 above a key technical level.

A drop below 1,230 on the S&P 500 on Thursday triggered heavy selling. Analysts now are watching to see if the index holds above its 50-day moving average near 1,200, which could lead to a rebound.

Persistent worries about Europe's debt crisis have U.S. stocks on track for their worst week in two months.

Financial shares, which have been among the most sensitive to euro zone financial strains, rebounded. The S&P financial index was up 0.8 percent.

While investors try to come to grips with how much of an impact the European crisis may have on the U.S. economy, data continue to show improvement.

A gauge of future U.S. economic activity rose more than expected in October, according to the Conference Board.

"I think the macro picture is pretty good in the U.S. It's not overwhelmingly great. But the entire collection of data points in the last few weeks is very encouraging," said Natalie Trunow, chief investment officer of equities at Calvert Investment Management in Bethesda, Maryland, which manages about $13 billion.

Traders also were upbeat after a Reuters report on Thursday that euro zone and International Monetary Fund officials have discussed the idea of the European Central Bank lending to the IMF so it has sufficient resources to bail out even the biggest euro zone members.

European debt yields, an important risk barometer for investors, came off recent highs while the euro firmed. The yield on the Spanish 10-year, a focus of market anxiety, fell back to 6.43 percent after rising above 7 percent earlier in the session.

The Dow Jones industrial average was up 53.47 points, or 0.45 percent, at 11,824.20. The Standard & Poor's 500 Index was up 3.38 points, or 0.28 percent, at 1,219.51. The Nasdaq Composite Index was down 5.59 points, or 0.22 percent, at 2,582.40.

The S&P 500 is down 3.5 percent so far this week. That would be its worst weekly run since late September.

Jefferies initiated coverage of Coca-Cola with a buy rating, sending the stock up 1.3 percent at $67.47.

Advancers beat decliners on the NYSE by about 17-to-11, while composite trading volume was light at 4.07 billion shares.

Inflation recedes as consumer prices drop (AP)

WASHINGTON ? Consumers paid less for gas, cars and computers last month, as overall prices dropped for the first time since June. Inflation is easing after prices rose sharply this spring.

The Labor Department says the Consumer Price Index dropped 0.1 percent in October. It rose 0.3 percent the previous month. A steep drop in gas prices led the decline. Food prices rose, but at the slowest pace this year.

Excluding volatile food and energy costs, so-called "core" prices rose 0.1 percent. The cost of renting an apartment rose, as did prices for health care products and services.

But new car prices dropped by the most in almost two years, and airline fares and hotel costs declined.

"Situation" sues Abercrombie & Fitch over ad campaign (Reuters)

(Reuters) ? "Jersey Shore" star Michael "The Situation" Sorrentino on Tuesday sued retailer Abercrombie & Fitch over what he claims was a publicity stunt to sell clothes using phrases associated with the reality TV actor.

The complaint, filed by Sorrentino and his company MPS Entertainment in federal court in southern Florida, stems from an offer Abercrombie & Fitch publicized in August to pay cast members of the hit TV show not to wear the company's apparel.

The offer, which Sorrentino claims was false, made headlines worldwide because typically companies want celebrities to use their products for promotion, but the "Jersey Shore" cast is known for partying and other qualities with which the company said it did not want to associate.

In August, the company said it was "deeply concerned" that Sorrentino "could cause significant damage" to its brand's "aspirational nature." Sorrentino, however, thinks the company had something else in mind, according to the lawsuit.

"Starting in August 2011, Defendant (the company) embarked on a grand, worldwide advertising campaign using Sorrentino's name, image and likeness to create brand awareness for its products by falsely claiming that Defendant had offered money to Sorrentino if he would stop wearing Defendant's goods," the lawsuit states.

"That offer was never made to Sorrentino, nor was it ever conveyed to Sorrentino by a representative," the suit states.

The suit claims the company "has significantly profited off of the use of its false affiliation with Sorrentino, and it has wrongly used Sorrentino's name, image and likeness for advertising purposes in violation of applicable law."

The suit targeted two of the clothing retailer's T-shirt designs featuring the phrases "The Fitchuation" and "GTL...You Know The Deal," and claimed Abercrombie & Fitch "obviously intended to create a false association" with the "Jersey Shore" star when it released it's statement in August.

An Abercrombie & Fitch spokesman was not immediately available to comment.

Sorrentino and MPS Entertainment trademarked his "Jersey Shore" nickname, "The Situation" and catchphrase "GTL" -- an acronym for gym, tan, laundry -- in 2009, after the first season of MTV's "Jersey Shore" became widely popular.

Sorrentino sells his own "GTL" and "The Situation" branded products, including T-shirts, on his official website.

MTV's "Jersey Shore" is a reality series following a group of young Italian-American men and women living, working and partying together.

The popularity of the show has earned great fame for its cast members, including Sorrentino, Nicole "Snooki" Polizzi and Paul "Pauly D" DelVecchio. All of them have branched out into endorsing and marketing their own products.

Brazilian police probe oil spill

Brazilian police are investigating an oil spill in an offshore field operated by the US company Chevron.

Ships are working to disperse the slick 120km (75 miles) off the coast of Rio de Janeiro state, and Chevron says it has plugged the oil well.

Brazil's Energy Minister Edison Lobao has said the company will be "severely punished" if it is found to have failed in its environmental responsibilities.

In recent years Brazil has discovered huge oil reserves in the Atlantic.

The oil is leaking from a well in the Frade oil project, 370km (230 miles) off the Brazilian coast.

Chevron initially estimated that 400-650 barrels of oil had formed a sheen on the water after seeping from the seabed near the well.

But the international environmental group Skytruth said satellite images suggested the spill was many times bigger.

Brazilian energy minister Edison Lobao said the spill "was not as serious as had been announced" and was not moving towards the Brazilian coast.

But he said Brazil's oil agency ANP was monitoring the situation closely and would apply the full force of the law.

"If Chevron is not fulfilling its responsibilities, it will be more severely punished," he said.

ANP said underwater images showed Chevron's effort to permanently seal the well with cement appeared to have been successful, although there appeared to be a residual flow of oil from the seabed.

"The slick is continuing to move away from the coast and dispersing, as is desired," it added.

'Bad faith'

Police environment experts have been sent on navy helicopters to assess the scale of the spill.

Green Party members of the Brazilian parliament have called for a debate on the matter.

MP Sarney Filho said Chevron appeared to have underplayed the scale of the accident.

"What has alarmed us is the lack of transparency on the part of the company and the attempt to minimise the size of the disaster," he told the official news agency Agencia Brasil.

"This is a clear demonstration of bad faith," he added.

Chevron said on Thursday the flow of oil from the ocean floor has been reduced to "infrequent droplets" and the remaining oil sheen on the surface was estimated at less than 65 barrels.

"Chevron continues to fully inform and work with Brazilian government agencies and industry partners on all aspects of this matter," the company said in a statement.

In recent years Brazil has discovered billions of barrels of oil in deep water that could make it one of the world's top five producers.

So far there has been little public debate about the environmental dangers of offshore drilling.

Political discussion has instead focused on how future oil revenues should be divided between different states.

Angry over spying, Muslims say: 'Don't call NYPD' (AP)

NEW YORK ? Fed up with a decade of police spying on the innocuous details of the daily lives of Muslims, activists in New York are discouraging people from going directly to the police with their concerns about terrorism, a campaign that is certain to further strain relations between the two groups.

Muslim community leaders are openly teaching people how to identify police informants, encouraging them to always talk to a lawyer before speaking with the authorities and reminding people already working with law enforcement that they have the right to change their minds. Some members of the community have planned a demonstration for next week.

Some government officials point to this type of outreach as proof that Muslims aren't cooperating in the fight against terrorism, justifying the aggressive spy tactics, while many in the Muslim community view it as a way to protect themselves from getting snared in a secret police effort to catch terrorists.

As a result, one of America's largest Muslim communities ? in a city that's been attacked twice and targeted more than a dozen times ? is caught in a downward spiral of distrust with the nation's largest police department: The New York City Police Department spies on Muslims, which makes them less likely to trust police. That reinforces the belief that the community is secretive and insular, a key reason that current and former NYPD officials cite for spying in the first place.

The outreach campaign follows an Associated Press investigation that revealed the NYPD had dispatched plainclothes officers to eavesdrop in Muslim communities, often without any evidence of wrongdoing. Restaurants serving Muslims were identified and photographed. Hundreds of mosques were investigated, and dozens were infiltrated. Police used the information to build ethnic databases on daily life inside Muslim neighborhoods.

Many of these programs were developed with the help of the CIA.

At a recent "Know Your Rights" session for Brooklyn College students, someone asked why Muslims who don't have anything to hide should avoid talking to police.

"Most of the time it's a fishing expedition," answered Ramzi Kassem, a law professor at the City University of New York, who supervises an advocacy organization that does such community presentations. "So the safest thing you can do for yourself, your family, and for your community is not to answer."

New York Republican Rep. Peter King said this kind of reaction from the Muslim community is "disgraceful."

Muslim groups have previously organized educational programs around the country describing a person's legal rights, such as when they must present identification to a police officer and when they can refuse to answer police questions. A California chapter of a national Muslim organization posted a poster on its website that warned Muslims not to talk to the FBI. The national organization ultimately asked the California branch to remove the poster from the website.

In New York, the AP stories about the NYPD and internal police documents have outraged some Muslims and provided evidence of tactics that they suspected were being used to watch them all along. These disclosures have intensified the outreach campaigns in New York.

A recently distributed brochure from an advocacy organization at the City University of New York Law School warns people to be wary when confronted by someone who advocates violence against the U.S., discusses terror organizations, is overly generous or is aggressive in their interactions. The brochure said that person could be a police informant.

"Be very careful about involving the police," the brochure said. "If the individual is an informant, the police may not do anything ... If the individual is not an informant and you report them, the unintended consequences could be devastating."

Sweeping skepticism of police affects community relations at all levels of law enforcement on a wide range of issues, not just the NYPD's counterterrorism programs. Interactions with a real terror operative could go unreported to law enforcement out of an assumption that the operative is actually working for the NYPD. A victim of domestic abuse or street violence may not trust the police enough to call for help.

Retired New York FBI agent Don Borelli said intelligence gathering is key to police work, not just in terrorism cases. But he said it can backfire when people feel their rights are being violated.

"When they do, these kinds of programs are actually counterproductive, because they undermine trust and drive a wedge between the community and police," said Borelli, now a security consultant with the Soufan Group.

Kassem said the activists' presentations are intended to "inform citizens about their legal rights when law enforcement comes to their doorstep." He said the goal is not to dissuade citizens from contacting authorities when they have concerns about a crime.

Since the 2001 terror attacks, the NYPD, city government officials and federal law enforcement have spent years building relationships with the New York Muslim community, assuring many Muslims that they are considered partners in the city's fight against terrorism. But in some cases, community members who have been hailed as partners and even dined with Mayor Michael Bloomberg were secretly followed by the NYPD or worked in mosques that the department had infiltrated, according to secret NYPD documents obtained by the AP.

"There's not a reference here to the fact that New York is the No. 1 target of Islamic terrorists, that the NYPD and the FBI have protected New York," King said, referring to one of the recent brochures about detecting police informants.

King, chairman of the House Homeland Security Committee, has held a series of hearings about the threat of radicalization within American Muslim communities and the level of cooperation members of the community provide to law enforcement. Muslim and civil rights advocacy groups have decried the hearings and pointed to terror cases around the country in which members of the Muslim community helped law enforcement foil plots.

New York Muslim community groups say they've held dozens of meetings for people who are worried about police surveillance and the NYPD's counterterrorism programs. In one instance, an audience of college students watched as a law student played out the role of a police informant and another played the role of the person the informant was targeting. The goal was to teach people to spot informants.

"Stay away from these people. That's one of the most powerful things you can do," said Robin Gordon-Leavitt, a member of an advocacy organization Creating Law Enforcement Accountability and Responsibility.

At another meeting, organized by the Council on American-Islamic Relations, students watched a film of two actors portraying FBI agents talking their way into a young Muslim's home and interrogating him. At the meeting, students were warned not to speak with police even if their parents, imams or Muslim clerics urge them to cooperate.

"You'll even hear imams saying, `As long as I obey the law, I have nothing to worry about.' But that's not how it plays out on the ground," said Cyrus McGoldrick, CAIR New York's civil rights manager.

CAIR has had a strained relationship with law enforcement and was named an unindicted co-conspirator in a terrorist financing case.

The Muslim community wants an independent commission to investigate all NYPD and CIA operations in the Muslim community.

Five reasons to leap into 'Super Mario 3D Land'

Mario has finally arrived on the Nintendo 3DS.

Ever since the Nintendo 3DS launched back in March, consumers have been waiting for Nintendo to give them a Mario game that truly showed off the power of?the new portable game machine.

They wanted a good reason to drop first $250 and then $170 on this new gadget that displays 3-D images without requiring viewers to wear a pair of redorkulous glasses. Unfortunately, gamers have had to wait a long time ... too long, in fact ... for Mario to arrive.

But "Super Mario 3D Land" is finally here. Of course, the question is: Does it live up to expectations? And does it do for the 3DS what Nintendo needs it to do?


The short answer: Yes.

For the longer answer, read on for five reasons "Super Mario 3D Land" is worthy of your adoration ... and your $40.

It makes owning a Nintendo 3DS worth it
If you own a Nintendo 3DS, this is the?game?you've been waiting for. In fact, this is the game that Nintendo should have launched when it launched the new handheld back in March.

It's too bad really. Perhaps if "Super Mario 3D Land" had been ready to go earlier, Nintendo wouldn't have struggled to meet initial 3DS sales expectations and wouldn't be in quite the financial hot spot it's currently in.

But it's here now and "Super Mario 3D Land" does just what Nintendo needs it to do: It presents players with a refined package of gameplay elements that really shows off what the 3DS has to offer.

That is, first and foremost "Super Mario 3D Land" presents glasses-free 3-D visuals in a truly delightful and creative way (more on that below). Meanwhile, the game ? which finds Mario once again trying to save Princess Peach from that dastardly Bowser ? also makes good use of the 3DS's gyroscope.

As you try to make your way through each level ? racing against the clock as you bump into blocks, collect coins and hunt for each of the three Star Medals hidden there ? you'll be given a chance scope out the world through a pair of binoculars. Simply move the 3DS around as you would a pair of real binoculars to take a gander at the landscape. It's a nice touch. Rather than forcing heavy-handed?motion controls on the player, this subtle implementation?adds a?nifty little?bonus to the game.

Meanwhile, "Super Mario 3D Land" also makes use of the 3DS' StreetPass system, which means you'll be able to compare speed?scores with other players and exchange Mystery Boxes and the benefits inside them as well.

The 3-D effects are awesome rather than annoying
I've been on the fence about this whole 3-D thing. For starters, playing a game in 3-D on the Nintendo 3DS (as well as on other machines) eventually exhausts my eyeballs and, depending on the game, can make me a feel a bit dizzy at times. (Hello "Pilotwings Resort.")

I've also been on the fence because, too often, 3-D?can feel too much?like a gimmick rather than like something that deeply?enhances a game.

But when it comes to?the 3-D in "Super Mario 3D Land," it has been so superbly done that I barely notice the eyeball fatigue and I don't feel my usual desire to turn down (or turn off) the 3-D magic using the device's 3-D slider. Furthermore, it truly feels like it adds something special to this game.

Why does it work?so well? For starters, you'll be given the option to view the 3-D effects in either pop-out format (looks like the graphics are coming out of the screen) or pop-in format (looks like they are popping into the screen). Just press the D-pad and you can pick which way suits you and your eyeballs best.

Beyond that, the 3-D has just been so artfully done in each and every level, that it pulls you right into the Mushroom Kingdom like never before. This is already a bright, vibrant place, but now you really feel like you could reach out and touch it.

For those who are adamantly opposed to using 3-D, the good news is the game is still playable without it. However, the 3-D visuals certainly make solving various puzzles and finding various hidden items more intriguing. The way?the 3-D?tweaks your perspective on the Mushroom Kingdom is simply not to be missed.

The return of the Tanooki suit
Though PETA may be up in arms about Mario' donning a fur suit in this game, one of the fun things about "Super Mario 3D Land" is seeing the return of the Tanooki power-up.

The tail-swinging suit ? which gives Mario the ability to float and swat his enemies with a raccoon tail ? first appeared in the good ol' NES game "Super Mario Bros. 3." More than 20 years later, it remains a fun and helpful addition to navigating the Mushroom Kingdom and conquering its various baddies.

But the Tanooki Suit is just one of several sweet power-ups that Mario comes across in the game. The Fire Flower power-up also makes a return ? allowing Mario to toss balls o' flame at his enemies. And there are?some new powers to uncover too ? such as the Boomerang Flower, which gives Mario the ability to toss boomerangs at his enemies.

Figuring out when and how to best use these powers is all part of the fun.

A beautiful blend of old and new
The level design in "Super Mario 3D Land" is simply a blast ? not to mention a clever blend of old and new Mario gaming.

While?the game?is something of an old-school side-scroller at heart, Nintendo changes things up from one level to another ? mixing in a variety of different perspectives. Sometimes you'll be presented with a level in the 2-D view from days of yore where you move Mario from the left to right through the world. Other times you'll see him from the top down perspective. Sometimes the game has you follow?Mario from behind as he moves forward into the level. And sometimes a level will mix and match these different perspectives.

Meanwhile, from grassy, tree-filled landscapes to haunted houses to enemy-filled ships, you're presented with one memorable level to conquer after another. You'll help Mario walk on high wires, make his way across disappearing platforms, and slip past spikey enemies.

While you and Mario will face off against plenty of familiar enemies, there's a delightful array of new baddies to meet too ? Goombas with raccoon tails and Piranha Plants that can spit ink seemingly right at you until it covers the screen with black goo.

And each level is just the right length ? short enough to squeeze in during your spare moments and yet long enough to hook you and keep you coming back for more. Then, just when you think you're done ... there's more to come.?

Mario in fine form
More than anything, this game just looks great. Whether you have the 3-D on or off, the Mushroom Kingdom is bright and gorgeous to behold and certainly gives its counterparts on the Wii a run for their money in the visual appeal department.

And the game doesn't just look good, it sounds good too. The sound design and music?are?top notch?and rarely hit that annoyingly repetitive note, even when you have to replay a tough level.

All in all, if you don't yet own a Nintendo 3DS, "Super Mario 3D Land" should give you plenty of good reasons to bump the game?gadget?to the top of your holiday wish list.

Lawyer: Tax authorities impeding Ai Weiwei appeal (AP)

BEIJING ? Chinese tax authorities are impeding efforts by Ai Weiwei's design company to challenge a huge tax bill, a lawyer for the company said Monday, potentially setting up a showdown that could cause more legal problems for the dissident.

Ai, an internationally acclaimed conceptual artist, was detained for nearly three months earlier this year during an overall crackdown on dissent. The detention and subsequent tax evasion investigation have been interpreted by activists as punishment for Ai's outspoken criticism of the authoritarian government.

The Beijing tax bureau is demanding that Ai's design company, Beijing Fake Cultural Development Ltd., pay 15 million yuan ($2.4 million) in back taxes and fines. To help him fight the case, thousands of Ai's supporters have sent money through wire transfers or thrown cash stuffed in envelopes or wrapped around fruit into his yard.

Fake Cultural must put down a financial guarantee of 8.5 million yuan ($1.3 million) by Wednesday to obtain an administrative review of the case, the firm's lawyer Pu Zhiqiang said.

With nearly 8.7 million yuan ($1.4 million) sent to him in recent days by supporters, Ai was planning to be the guarantor and offer a bank deposit certificate as collateral, Pu said.

But the tax bureau told Fake Cultural's tax attorney Monday that it wanted the money paid into one of its accounts instead, Pu said.

The lawyer said the tax bureau's request was illegal because Chinese law stipulates that a person trying to challenge a tax bill can use a deposit certificate as collateral for a guarantee.

Pu said the company wants to fight the tax evasion allegation, and to do that it cannot take any actions that might be interpreted as an acceptance of the tax evasion accusation.

"I think whether or not putting money into a tax bureau bank account is a sign of acceptance, we are not prepared to do that," Pu said, adding that he was also concerned getting the guarantee money returned would be difficult should Ai win the case.

A call to the propaganda office of the Beijing tax office rang unanswered Monday. But Foreign Ministry spokesman Liu Weimin said at a regular briefing that there was no doubt Ai had evaded taxes. "It's a fact and the case should be handled in accordance with law," Liu said.

Pu said the case was politically driven. "Today because we can't bear it any more, we'll speak the truth. ... The tax case against Fake company is a political case, a persecution that has been caused by the political background," he said. "We are urging the administrative organ to implement the law normally, stop acting foolishly in the future."

It is unclear what will happen if the issue cannot be worked out by Wednesday, but Ai and the company cannot take the case to a higher authority without first obtaining an administrative review, Pu said.

The donation campaign is rare for Chinese dissidents because of the threat of retaliation that comes with supporting high-profile government critics. In a commentary last week, however, the state-run Global Times newspaper cited unnamed experts as saying Ai could be suspected of "illegal fundraising."

Ai has said that he will not treat the money from supporters as donations, but as loans that he would repay.

The company's lawyers say authorities have not proven that Ai is the owner of the design firm or that he had evaded taxes. Ai's wife, Lu Qing, is the legal representative of the design company.
