East Coast storm drops 15 inches of snow in places

A powerful storm bringing damp snow and heavy winds churned its way up the East Coast on Saturday, dumping up to 15 inches of snow in some places and knocking out power for more than 2 million customers. Three deaths were being blamed on the storm.

"This is unprecedented in the last 100 years ? for October," Bill Simpson, a meteorologist with the National Weather Service in Boston, said in an interview with The Times.

The storm is expected to continue into early Sunday, possibly worsening as it moves north.

By Saturday evening, 15.5 inches of snow had fallen in West Milford, N.J.; 14.3 inches in Plainfield, Mass.; and about 10 inches in Terra Alta, W.Va., and Ogletown, Pa.

Power outages were affecting more than 2.3 million residents and businesses from Maryland to Massachusetts, including more than half a million in New Jersey, Pennsylvania and Connecticut.

New Jersey, Connecticut and Massachusetts declared emergencies statewide, as did New York in 13 counties.

The snow and powerful winds of up to 60 mph could leave more people without power by knocking down power lines and trees with leafy branches, Barry Lambert, a National Weather Service meteorologist in State College, Pa., told The Times.

On the plus side, the wet, sloppy nature of the snow might prove beneficial.

"It's so wet that it was actually melting quickly and sliding off the trees," he said.

In New York, the 1.3 inches of snow that had fallen at Central Park by midday made this month the snowiest October since record-keeping began in 1869.

Sony mulling pulling out of LCD JV with Samsung: sources (Reuters)

TOKYO (Reuters) ? Sony Corp, struggling with a loss-making television business, is considering dissolving its LCD joint venture with South Korea's Samsung Electronics in a bid to cut costs, sources familiar with the matter said on Sunday.

The Nikkei business daily, which reported the news earlier, said the Japanese electronics and entertainment giant was aiming to reach an agreement by the end of this year to sell its nearly 50 percent stake in liquid-crystal display joint venture S-LCD to Samsung.

Sony needs to step up outsourcing to reduce procurement costs and cope with rapidly declining prices of LCD panels due to a global oversupply.

Industry sources told Reuters in Tokyo that Sony hoped to dissolve the joint venture quickly, but that it had yet to agree terms or timing with Samsung.

Spokesmen for both Sony and Samsung Electronics declined to comment.

South Korean newspaper Chosun Ilbo had a similar report on the joint venture breakup in July, which Sony denied.

A well-informed industry source told Reuters in Seoul that such reports seem to be "distorted" because Sony has been negotiating with Samsung over its return on investment in the joint venture, rather than shareholdings.

"Under the contract on the LCD joint venture, the two parties are allowed to discuss such matters, which outsiders could misunderstand as a step for Sony to withdraw from the joint venture," said the source, who spoke on condition of anonymity.

In April, the two companies cut capital in the joint venture by $555 million as Sony sought to slash its TV losses and Samsung pushed ahead with next generation displays.

Sony is under pressure to show it can reduce its exposure to the loss-making TV unit and concentrate on developing its strategy for smartphones.

Last week, it announced it will take control of its mobile phone joint venture with Ericsson as it seeks to exploit its music and video applications to help it catch smartphone leaders such as Apple Inc.

Sony reports July-September results on Wednesday. Analysts are forecasting Sony will fall short of its operating profit outlook of 200 billion yen ($2.63 billion) for the year to March 2012, with consumer confidence wobbling in Europe and the United States and as the strong yen bites into profits.

The electronics giant, which competes with Samsung and LG Electronics in televisions, needs to slash costs as it heads for its eighth straight annual loss in its TV business.

Sony has already sold off TV factories in Spain, Slovakia and Mexico in the past few years and outsources more than half of production to companies including Hon Hai Precision Industry. It retains four TV plants of its own in Japan, Brazil, China and Malaysia.

Samsung 3Q profit slides 23 percent (AP)

SEOUL, South Korea ? Samsung Electronics said quarterly profit slid 23 percent as weaker demand for flat panels and computer chips offset booming smartphone shipments that were estimated to have surpassed those of industry pioneer Apple.

Samsung, the world's biggest manufacturer of memory chips and liquid crystal displays, said Friday it earned 3.44 trillion won ($3.1 billion) in the three months ended Sept. 30, down from 4.46 trillion won ($4 billion) a year earlier.

The company's display panel business suffered a quarterly loss of 90 billion won ($81.5 million) and its revenue of 7.08 trillion won ($6.4 billion) was down 13 percent from a year earlier. Samsung's semiconductor businesses had sales of 9.48 trillion won ($8.6 billion), a drop from last quarter.

But the company said its telecommunications business hit a record in quarterly sales of 14.9 trillion won ($13.4 billion) ? a 37 percent increase from last year ? with growth mainly due to strong Galaxy smartphone sales.

Jae Lee, a Daiwa Securities technology analyst, estimated that Samsung had shipped about 28 million smartphones in the third quarter, up from about 20 million last quarter, and had surpassed Apple's iPhone shipments. Lee expects strong sales in the next three months as Samsung continues to focus on an array of smartphone products.

Samsung spokesman Nam Ki-yung wouldn't comment on whether Samsung had passed Apple Inc. in smartphone sales, saying the company no longer provides its sales figures for handsets. It did say, however, that handset shipments jumped more than 20 percent from last quarter, and global smartphones sales were up 300 percent from last year.

The Suwon, South Korea-based company said its handset revenues were 14.42 trillion won ($13 billion) in the third quarter, a 39 percent jump from last year, and it forecast strong sales.

"Looking ahead into the fourth quarter, when industry demand is traditionally at its peak, Samsung expects sales of mobile devices to remain strong and flat panel TV shipments to increase," the company said in a statement.

Samsung also said the third quarter saw increased demand for flash chips used in mobile devises and enhanced revenue in the business that creates mobile application processors and image sensors.

The gains in smartphones came despite the South Korean electronics giant being locked in a global patent battle with Apple, which began legal action in April against Samsung for what it says is uninhibited copying of its iPhone and iPad designs.

Apple says the product design, user interface and packaging of Samsung's Galaxy devices "slavishly copy" the iPhone and iPad. Samsung fought back with lawsuits of its own, accusing Apple of patent infringement of its wireless telecommunications technology.

Earlier this month, Samsung asked Japanese and Australian courts to block sales of Apple's new iPhone 4S in those countries over alleged patent violations.

Samsung is also appealing an Australian court's decision to temporarily ban sales of Samsung's new Galaxy tablet computer.

In an attempt to win sales in the market between smartphones and tablet PCs, Samsung on Friday unveiled a new Galaxy Note, Yonhap news agency reported.

The Galaxy Note is smaller than tablet computers but offers the same features as other wireless devices with applications. Its 5-inch screen is bigger than the Galaxy S2 smartphone, and a digital pen can be used to write on the screen, Samsung said.

Yonhap says the Note will debut in Europe next month and then later in China, South Korea and other Asian countries.

Rick Perry: Mitt Romney 'Has Been On Opposite Sides On A Lot Of Issues'

GOP presidential candidate Rick Perry took some shots at fellow contender Mitt Romney during a local New Hampshire radio interview on Friday.

As reported by MSNBC, Perry told radio station WKXL that the former Massachusetts governor "has been on opposite sides on a lot of issues." Perry also said, "Consistency I think is very important." He continued, "you don't have to wake up in the morning and wonder is Rick Perry going to be the same guy in two years that he was two years ago. And the answer to that is yup, he will be." Perry's criticism of Romney repeated a popular refrain: that Romney is perceived as a flip-flopper.

Perry also said of Romney, "He was for banning handguns, now he's Mr. Second Amendment. He was the father of Obamacare."

Per Reuters, Perry inquired during the interview, "The issue is who are you really going to trust to stand up and be consistent?"

A Romney spokesperson provided MSNBC with a response to Perry's comments:

"Rick Perry is a desperate candidate who will try anything to deflect attention away from his liberal policy on in-state tuition for illegal immigrants and his advocacy for turning Social Security over to the states in an attempt to prop up his sinking campaign. Mitt Romney is a conservative businessman who is focused on the important issues in this country: how he will get Americans back to work and turn around the economy."

The Texas governor certainly isn't the first Republican presidential candidate to attack Romney as inconsistent. On Friday, former Utah governor Jon Huntsman released a web advertisement that compared Romney to a backflipping wind-up toy gorilla. The video shows various clips of Romney expressing differing positions on issues including abortion, gun control, and a controversial Ohio anti-union bill.

In addition, HuffPost's Lucia Graves reports that Romney has seemingly changed his tune on climate change:

WASHINGTON -- Former Massachusetts Gov. Mitt Romney broke with Republican orthodoxy this summer, telling a crowd in Manchester, N.H., that humans are at least somewhat responsible for climate change. Now Think Progress reports he's reversing his position, arguing "we don't know what's causing climate change."

Per Graves' report, Romney stated in June, "I believe the world is getting warmer, and I believe that humans have contributed to that."

Perry was confronted by a member of a local Tea Party following his radio interview. ABC News reports:

After recording a radio interview with WKXL, Perry was approached by Bill Higgins, an elderly man from Massachusetts and member of the Northborough Tea Party. Higgins expressed the Tea Party group's concern that the Texas governor was weak on immigration because of his support of in-state tuition rates for illegal immigrants in Texas.

Perry said the federal government's failure to secure the border forced the state of Texas to deal with illegal immigrants in a different way than other states, but he assured Higgins that, should he become president, he'd work to secure the border.

As for Perry's own stance on the issue of climate change, he told a group of supporters, "I don't put myself in the ignorant category. I put myself in the, you know, thoughtful skeptic."

Facebook adds 'trusted friends' and app-specific passwords

In honor of National Cybersecurity Awareness Month, Facebook reminds its users of existing security techniques and tools ??and adds some new features which will supposedly keep you more secure on the social network.

A blog post by Facebook's security team?? yes, there really are teams dedicated to such things at the company?? explains that two new features are being added to users' account settings: Trusted friends and app passwords.

The first of these two features ? trusted friends???is intended to help you access your account if you are ever locked out of it for some reason:?

Trusted Friends will let you select three to five trusted friends who can help you if you ever have issues accessing your account. [Facebook will] send codes to the friends you have selected, then you can log back into your account using these codes after your friends have passed them along to you.

Now while this feature sounds great in theory, there's also potential for abuse. Your supposedly trustworthy friends could easily request the reset codes on your behalf and then share them among each other in order to have all the information necessary to kidnap your account for some sort of nefarious (or hilarious) purpose.

In other words: Be very, very careful when it comes to selecting guardians for your Facebook account.

The other new feature?? app passwords ? is supposed to help keep your Facebook account safer by providing you with a unique password to use with apps. You'll generate these app-specific passwords by as necessary and simply enter them in place of your regular password?when using third-party apps such as Spotify, Skype, and so on. You will be able to forbid a specific app from accessing your account by simply deleting the password you've generated for it at any time.

If you don't see the trusted friends or app password options in your Facebook account settings just yet, don't worry?? these security features are rolling out gradually over the next few weeks.

In politics, business experience rarely a winner (Reuters)

WASHINGTON (Reuters) ? Republican presidential hopefuls Mitt Romney and Herman Cain tout their real-world business experience as the cure for an ailing U.S. economy, but political history suggests it is rarely a deciding factor in elections.

The two men who lead the pack in the shifting Republican race to choose a challenger to President Barack Obama in 2012 are hoping the lingering economic downturn will make this the year voters put a corporate manager in the White House.

Herbert Hoover in 1928 was the last presidential winner to spend most of his career in business, and campaign-trail lore is littered with the high-profile flameouts of corporate executives who could not make the transition to politics.

With polls showing public confidence in big business at 40-year lows, a gold-plated business resume could even work against a candidate with certain voters.

"Being a business executive alone is not going to close the deal with voters," said Steven Schier, a political scientist at Carleton College in Minnesota. "They want people who can solve the big problems, and in some quarters a business person will be seen as someone who has brought on some of those problems."

Romney and Cain are betting their presidential hopes that the pervasive public gloom about the U.S. economy creates a yearning in 2012 for a former business manager in the White House.

Romney, who lost a presidential bid in 2008 but returned as a stronger candidate this time around, tells campaign crowds his experience as head of a private equity firm is a bigger part of his identity than his term as Massachusetts governor.

"I have the kinds of skills that America needs right now to get our economy going again," he told voters in Iowa last week during a campaign swing through the western part of the state.

Romney highlights his background as founder of Bain Capital, an equity firm that bought up distressed companies and tried to rebuild them, although critics point out that he sometimes cut jobs in the process.

Many of Romney's campaign stops this year feature business roundtables, where he meets with local corporate leaders to empathize with their problems and stress his experience in dealing with them.

'I SOLVE PROBLEMS'

Cain, who lost a Georgia Senate primary in his previous bid at political office, led a turnaround of the Godfather's Pizza chain and reminds voters at every opportunity that he can run a boardroom and throw on an apron and make a pizza.

"I solve problems for a living," Cain said in a recent debate.

Polls cast doubt on the political value of their business pasts, however. A Pew Research Center poll earlier this year showed voters ranked corporate experience on a par with serving as governor among the attributes that would make them more likely to vote for a candidate.

A 2007 Gallup Poll on the qualities voters sought in a president found both parties wanted honesty, strong leadership, management skills and moral integrity, and put less emphasis on the particulars of military, business or political experience.

A Gallup Poll of confidence in institutions put big business near the bottom -- tied with health maintenance organizations and ahead of only the rock-bottom scores of the U.S. Congress.

Given the anti-establishment, anti-government mood of the electorate, Cain has benefited as much from being a total Washington outsider as from his successful career in business.

"I don't think business experience is a big plus for them, although it's not a significant negative either," said Karlyn Bowman, a public opinion analyst at the American Enterprise Institute.

"We know that confidence in banks, Wall Street, financial institutions -- the sort of things Romney ran -- is at a 40-year low," she said. "Experience in that is not one of the first things voters think of when they talk about what they want in a president."

Switching from running the get-it-done environment of a corporation to the collaborative effort of a political campaign or office can be difficult. Recent history has seen several successful business executives fall flat at politics.

Publisher Steve Forbes failed in two White House bids, as did wealthy Texan Ross Perot, who actually led polls at one point during his third-party White House campaign in 1992. He ended up at 19 percent -- the best third-party showing since Teddy Roosevelt won more than 27 percent of the vote in 1912.

Michael Bloomberg successfully jumped from the business world to the New York mayor's office on his first try, but the 2010 elections saw successful executives like Carly Fiorina in California and Linda McMahon in Connecticut lose Senate campaigns.

"Being successful in business is very different from being successful in politics. Business is a science, politics is an art," Republican strategist Matt Mackowiak said.

"Business executives are used to getting their way, making decisions and having people jump. Politics doesn't work that way," he said.

Perry says 'no doubt' Obama is an American citizen (AP)

WASHINGTON ? Republican presidential candidate Rick Perry said Wednesday that he has "no doubt" that President Barack Obama is an American citizen, staking out a definitive position on the matter after spending several days stoking widely debunked claims that the Democrat was born overseas.

Perry's comments come as he's struggling to right his troubled campaign, and as some Republicans question whether he's done irreparable damage to his run by dabbling in the so-called "birther" controversy in recent days.

Some Republicans privately worry that his comments about Obama's birth certificate may have endeared him to the party's conservative wing that questions the legitimacy of Obama's presidency but also may have started to marginalize the Texas governor from the larger electorate. That could put the general election at risk should Perry win the GOP nomination.

His comments certainly irked several GOP luminaries, like former Florida Gov. Jeb Bush, who in recent days have urged Republican presidential candidates to stop raising the issue. Others, like Mississippi Gov. Haley Barbour and campaign rival Jon Huntsman say it's bad for the GOP.

"If we take our eye off the ball called debt, if we take our eye off the ball called our position in the world ? continue going with you know, two wars simultaneously ? of course we can lose it," Utah's former governor said, speaking on ABC news' political webcast "Top Line" on Wednesday. "And if we kind of begin wasting time on the nonsensical and the silly issues like birtherism."

Karl Rove, George W. Bush's political strategist, said Perry may be hurting his campaign. "You associate yourself with a nutty view like that, and you damage yourself," Rove said on Fox News.

Perhaps for that reason, Perry seemed to try to put the issue to rest in an interview with two Florida news organizations, Bay News 9's "Political Connections" in Tampa and the St. Petersburg Times.

Asked whether he had any doubt that Obama was an American citizen, Perry said: "I have no doubt about it." But he also suggested that raising the issue is "fun" and that people should "lighten up a little bit."

"I don't think I was expressing doubts," Perry said of his comments in recent days that raised questions about Obama's birthplace. "I was having some fun with Donald Trump," the real estate mogul who this summer flirted with a presidential run and stoked the "birther" talk.

Speculation about Obama's birthplace ? a way to question whether his presidency is legitimate_ has swirled among conservatives for years. As Trump fanned the issue earlier this year, Obama held a news conference to release his long-form birth certificate and try to put the issue to rest.

While other Republican presidential candidates have kept their distance on the issue, Perry deeply waded into the topic in an interview published over the weekend in Parade magazine. He was quoted as saying that he has "no reason to believe" that Obama was not born in the United States. He also said he still wasn't sure if Obama's birth certificate is legit.

"I don't have a definitive answer," Perry said in that interview. And when it was suggested that Perry ? and the world ? had seen Obama's birth certificate, Perry said: "I don't know. Have I?"

Then, in an interview with CNBC and The New York Times, Perry said the birth certificate question was "a good issue to keep alive."

"It's fun to poke him a little bit," Perry said.

And by Tuesday, Perry refused in South Carolina to answer a reporter's direct question about whether he believed Obama when he offered proof ? in the form of a birth certificate ? that he was born in Hawaii.

"I'll cut you off right there," Perry said when asked about Obama's birth certificate. "That is one of the biggest distractions that there is going. We need to be talking about jobs."

Perry also offered to release his own birth certificate, saying: "If somebody wants to see my birth certificate, I'd be happy to show it to them," Perry said. "But the fact is that this is a distraction, and Americans really don't care about that, if you want to know the truth of the matter."

Newer 'Pill' May Raise Blood Clot Risk (HealthDay)

WEDNESDAY, Oct. 26 (HealthDay News) -- Birth control pills with newer types of progestogen hormones (drospirenone, desogestrel or gestodene) are more likely than others to cause serious blood clots, a new study confirms.

These new pills -- marketed as Yaz or Yasmin, among other brand names, in North America -- are popular, although the risk of serious blood clots, also known as venous thromboembolism (VTE), has been noted before. Last month, the U.S. Food and Drug Administration issued a cautionary note warning of raised odds for blood clots in women taking the newer form of oral contraceptives.

In the new study, researchers reviewed data on all Danish women, ages 15 to 49, not pregnant between January 2001 and December 2009. During that time, over 4,200 first episodes of VTEs occurred.

Women taking birth control pills with a newer progestogen hormone had twice the risk of VTE compared to those who took pills with an older progestogen called levonorgestrel.

Compared to women who did not use birth control pills, the risk of VTE was three times higher among those who used pills with levonorgestrel and six times higher among those who took pills with drospirenone, desogestrel or gestodene.

But the absolute risk of VTE associated with taking the newer pills is relatively low, about 10 per 10,000 women, according to the University of Copenhagen researchers.

For every 2,000 women who switched from using newer pills to pills with levonorgestrel, there would be one less case of VTE a year.

The study was published online Oct. 26 in the BMJ.

While some doctors may choose to prescribe birth control pills with a lower risk whenever possible, it is crucial not to exaggerate the risk of VTE, Dr. Philip Hannaford of the University of Aberdeen in Scotland, wrote in an accompanying editorial.

"Oral contraceptives are remarkably safe and may confer important long-term benefits in relation to cancer and mortality," he said in a journal news release.

Oil rises near $94 as traders eye Europe debt plan (AP)

SINGAPORE ? Oil prices rose to near $94 a barrel in Asia as traders bet Europe will announce a plan later Wednesday that helps solve its debt crisis.

Benchmark crude for December delivery was up 52 cents at $93.69 a barrel at late afternoon Singapore time in electronic trading on the New York Mercantile Exchange. The contract rose $1.90, or 2.1 percent, to settle at $93.17 in New York on Tuesday.

Brent crude was up 54 cents at $111.46 a barrel on the ICE Futures Exchange in London.

Crude has soared 24 percent from $75 three weeks ago on expectations Europe will be able to contain its sovereign debt crisis. Investors will be closely watching a summit of European leaders later Wednesday for details of a comprehensive plan to limit damage from a possible Greek debt default.

Signs that U.S. crude demand remains sluggish weighed on oil prices.

The American Petroleum Institute said late Tuesday that crude inventories rose 2.7 million barrels last week while analysts surveyed by Platts, the energy information arm of McGraw-Hill Cos., had predicted an increase of 200,000 barrels.

Inventories of gasoline added 153,000 barrels last week while distillates dropped 1.8 million barrels, the API said.

The Energy Department's Energy Information Administration reports its weekly supply data later Wednesday.

Growing investor optimism the U.S. economy will avoid a recession this year has helped crude surge this month. However, the Conference Board said Tuesday that consumer confidence plunged in October to the lowest level since March 2009.

"The consumer's psyche is at its lowest point since the depths of the Great Recession" of 2008-2009, energy trader and consultant The Schork Group said in a report. "Given that consumer spending accounts for more than two-thirds of U.S. economic growth, that is worrisome."

In other Nymex trading, heating oil rose 1.4 cents to $3.07 per gallon and gasoline futures gained 1.1 cents at $2.68 per gallon. Natural gas advanced 2.9 cents at $3.69 per 1,000 cubic feet.

After years of near-silence, Eddie Murphy gives a rare extensive print interview in the new issue of Rolling Stone, on stands and available through?Rolling Stone?All Access on October 28th. In the Q&A, Murphy opens up to senior writer Brian Hiatt about the ups and downs of his long career, his possible return to stand-up, his Oscar hosting plans and much more. Murphy, who co-stars in the upcoming Tower Heist, is baffled by his reputation as a near-recluse: "I leave my house all the time," he says. "But I'm not at all the Hollywood parties. I'm grown, and where else am I supposed to be? I'm supposed to be home... If I were out in the clubs every night, they'd be saying, 'That's a shame, look at him, 50 years old, he's still out at these clubs.' Recluses are nasty, with long nails, don't wash their ass... I'm too vain to be a recluse. But homebody, absolutely. I'm 50 years old, beautiful house, I'm supposed to be home, chilling."

? Unlike other Saturday Night Live alumni, Murphy has refused to participate in retrospectives and hasn't been on the show in years ? but he's gotten over his grudge. "They were shitty to me on Saturday Night Live a couple of times after I'd left the show," he says. "They said some shitty things. There was that David Spade sketch [when Spade showed a picture of Murphy around the time of Vampire In Brooklyn and said, 'Look, children, a falling star']. I made a stink about it, it became part of the folklore. What really irritated me about it at the time was that it was a career shot.. I felt shitty about it for years, but now, I don't have none of that."

? Murphy hasn't performed stand-up since the late 1980s, but recently, he's given some thought to trying again. "If I ever get back onstage, I'm going to have a really great show for you all," he says. "An hour and a half of stand-up and about 40 minutes of my shitty band... But I haven't done it since I was 27, so why fuck with it? But that's just weighing both sides. It comes up too much for me to not do it again. It's like, when it hits me, I'll do it, eventually."

? Murphy addresses reports that he stormed out of the Oscars after losing the best supporting actor award to Alan Arkin. "Alan Arkin's performance in Little Miss Sunshine is Oscar-worthy, it's a great performance. That's just the way the shit went. He's been gigging for years and years, the guy's in his seventies. I totally understood and was totally cool. I wasn't like, 'What the fuck?' Afterward, people were like, "He's upset," and I'm like, "I wasn't upset!" What happened was after I lost, I'm just chilling, and I was sitting next to Beyonc?'s pops, and he leans over and grabs me and is like, [solemn voice] 'There will be other times.' And then you feel Spielberg on your shoulder going, 'It's all right, man.' Then Clint Eastwood walks by: 'Hey, guy... ' So I was like, 'It's not going to be this night!' [Mimes? getting up] I didn't have sour grapes at all. That's another reason I wanted to host the show ? to show them that I'm down with it."

Last week, NFLPA spokesman George Atallah explained to PFT the union?s ongoing concerns regarding the proposed HGH testing procedure, and he acknowledged that the NFLPA surely will be experiencing renewed pressure from Congress based on the union?s position that no agreement was reached on October 14 to commence the collection of blood samples.

The pressure from Congress has been renewed.

Three members of the House Committee on Energy and Commerce have requested that public hearings be held on the issue.? Per Mark Maske of the Washington Post, the request came from Rep. Henry A. Waxman (D-Cal.), Rep. Bobby L. Rush (D-Ill.), and Rep. G.K. Butterfield (D-N.C.) in a letter sent to the committee?s chairman, Rep. Fred Upton (R-Mich.).

It?s the second House committee to show interest in the HGH testing issue.? The House Committee on Oversight and Government Reform arranged the October 14 meeting, via Representatives Darrell Issa (D-Cal.) and Elijah Cummings (D-Md.).

?Committee hearings will allow us to learn about these issues, hearing from top scientists about the validity of HGH testing and from the NFL and the NFLPA about the extent of HGH use in the league and their plans for testing to eliminate such use,? Waxman, Butterfield, and Rush write.? ?We urge you to hold a hearing on this issue as soon as possible.?

The letter, the full text of which has been posted on the committee?s website, also questions the NFLPA?s stated reasons for refusing to proceed, citing former NFL quarterback and CBS analyst Boomer Esiason, who has said that the NFLPA is ducking the deal ??because they have players guilty of using this substance . . . [a]nd there are many who believe it is at least 20 percent in the league.??

The NFL thinks that a hearing isn?t necessary, because in the league?s opinion the NFLPA already has agreed to proceed.? ?We appreciate the committee?s commitment to this issue, but there should be no need for this hearing if the union would simply live up to its agreements,? NFL spokesman Greg Aiello told PFT via email.? ?One was made in August as part of the new CBA to begin testing for HGH and another was reached with Congressmen Issa and Cummings on October 14.? The October 14 agreement was to begin collections immediately and then work out the remaining details of the HGH testing program promptly.? We stand ready to move forward.?

As we?ve explained several times in the past, the NFLPA?s primary concern is that the World Anti-Doping Agency developed the permissible threshold for naturally occurring HGH based on the testing of Olympics athletes, who may have a lower amount than football players.? This would result in players potentially generating false positives.

Then again, if players already are using HGH on a widespread basis (Bucs running back Earnest Graham once pegged the number at 30 percent of the league, and there are whispers that the number could be much higher than that, even though Browns linebacker Scott Fujita told NBC SportsTalk last month that the number is in the range of one percent), a population study including HGH users would potentially give NFL players a buffer zone, thanks to the inclusion in the group to be tested of men who are already using the substance.

?I applaud the members in their request for a hearing and look forward to fully discussing all of these issues as soon as possible,? NFLPA executive director DeMaurice Smith, pictured with Commissioner Roger Goodell on the day the new CBA was signed, said in an email to the Associated Press.? ?We are sending letters to the teams immediately in order to assist Congress in its fact finding mission.?

Though it?s inevitable that HGH testing will be implemented, with each passing day the likelihood of testing during the 2011 season decreases.? And that meshes with the still-lingering theory that the strong resistance among the players to the idea of being stuck with a needle and tested for HGH will result in the players choosing not to re-hire Smith as their leader when his contract expires in March, if HGH testing is implemented before then.

Lab-made skin cells will aid transplantation, cancer, drug discovery research

The pigmented cells called melanocytes aren't just for making freckles and tans. Melanocytes absorb ultraviolet light, protecting the skin from the harmful effects of the sun. They also are the cells that go haywire in melanoma, as well as in more common conditions as vitiligo and albinism.

Naturally, researchers would love to study melanocytes in the laboratory. There's just one problem -- melanocytes from adult skin don't grow very well in the lab. Now, researchers at the Perelman School of Medicine at the University of Pennsylvania have found a way to create melanocytes from mouse tail cells using embryonic stem cell-like intermediates called inducible pluripotent (iPS) cells.

Xiaowei Xu, MD, PhD, associate professor of Pathology and Laboratory Medicine, is senior author the study, which appears online in the Journal of Investigative Dermatology ahead of the December print issue. Xu and his team converted mouse tail-tip fibroblasts into iPS cells using four genes, which were first described by Shinya Yamanaka in 2006, producing pluripotent cells similar to embryonic stem cells, but without the concomitant ethical issues.

According to Xu, these lab-made melanocytes promise benefits in areas from tissue transplantation to drug discovery. "This method really has lots of clinical implications," says Xu. "We are not quite there yet, but this is an early step."

For example, by collecting a tissue sample from patients with, say, vitiligo, and converting it to iPS cells, researchers can study what goes wrong as those cells differentiate into melanocytes. Or, they can study the development and possible treatment of melanoma.

Xu's new study is the first to report creating melanocytes from iPS cells in mice, and builds on his previous work. Xu's lab was involved in the first study to work out the conditions for differentiating human embryonic stem cells to melanocytes in 2006. Earlier this year, a Japanese team became the first to differentiate human iPS cells to melanocytes.

Transformation of Cells

Initially, the researchers from Xu's lab introduced the four Yamanaka genes into mouse cells by infecting the cells with transgenic viruses. Between 0.5% to 0.8% of fibroblasts treated in this way converted to iPS cells in Xu's lab ? a rate that is consistent with other researchers' findings, he says. But his team also could achieve the same result (albeit at lower efficiency, 0.01%) using a non-viral "transposon" called piggyBac. Finally, the researchers showed they could differentiate both iPS cell populations into melanocytes in about two weeks by feeding the cells a defined cocktail of growth factors.

According to Xu, the growth factor cocktail used in the present study differs somewhat from the formulation his lab worked out several years ago for human embryonic stem cells. Among other things, it works in the absence of the growth factor Wnt3a and the carcinogen TPA, both of which are required for human melanocyte differentiation. TPA, especially, could be problematic for possible cell-based therapies, in that it is tumorigenic. It remains to be seen, however, whether human iPS cells can also be differentiated in the absence of this compound, Xu notes.

His study's implementation of piggyBac in creating the iPS cells (a technique first published by Canadian researchers in 2009) could possibly extend the technique's clinical value, he adds. Unlike viruses, which insert their genetic cargo into the host genome, thereby raising concerns of genetic alterations in the infected cells, piggyBac delivers genes without permanently altering the host genome.

ERCIS, Turkey (AP) ? Rescuers pull out an 18-year old university student from the ruins of an apartment building 61 hours after a devastating earthquake struck eastern Turkey.

They used tiny cameras mounted on sticks to locate Eyup Erdem and broke into applause as he emerged from the wreckage of a multistory building in the city of Ercis, hit hardest in the magnitude-7.2 quake that struck on Sunday.

The state-run Anatolia news agency said Erdem was injured and was being treated at a field hospital.

The student, who had moved to Ercis a month ago to study mechanics at a university, was the latest to be pulled out of the rubble alive as rescuers desperately worked against the clock to find survivors.

The quake has killed at least 459 people. Health Ministry official Seraceddin Com said some 40 people were pulled out alive from collapsed buildings on Tuesday.

They included a 2-week-old baby girl brought out half-naked but alive from the wreckage of an apartment building 48 hours after the quake. Her mother and grandmother were also rescued, but her father was missing.

The pockets of jubilation were however, tempered by many more discoveries of bodies by thousands of aid workers.

Desperate survivors fought over aid and blocked aid shipments. A powerful aftershock ignited widespread panic that triggered a prison riot in a nearby provincial city.

On Wednesday, health officials said they had detected an increase in diarrhea cases, especially among the children, and urged survivors to drink bottled water until authorities can determine whether the tap water may be contaminated.

With thousands left homeless or too afraid to return to damaged houses, Turkey said it would accept international aid offers, even from Israel, with which it has had strained relations. The country said it would need prefabricated homes to house survivors during the winter. Israel offered assistance despite a rift between the two countries over last year's Israeli raid on a Gaza-bound flotilla that killed nine Turkish activists.

Some 2,000 buildings collapsed and some 1,350 people were injured. The fact that the quake hit in daytime, when many people were out of their homes, averted an even worse disaster.

Close to 500 aftershocks have rattled the area, according to Turkey's Kandilli seismology center. A strong aftershock on Tuesday sent residents rushing into the streets in panic while sparking a riot that lasted several hours by prisoners in the city of Van, 55 miles (90 kilometers) south of Ercis. The U.S. Geological Survey put that temblor at a magnitude of 5.7.

Some prisoners demanded to be let out while others set bedding on fire as the revolt spread inside the 1,000-bed prison, the Dogan news agency reported.

Gerald Rockenshaub, disaster response manager at the World Health Organization, said the first 48 to 72 hours are crucial for rescues and the chances of finding survivors decrease significantly after that. People can survive without food for a week or so, but having access to water is critical, especially for the elderly and infants, he said.

Turkey lies in one of the world's most active seismic zones and is crossed by numerous fault lines. In 1999, two earthquakes with a magnitude of more than 7 struck northwestern Turkey, killing about 18,000 people.

Istanbul, the country's largest city with more than 12 million people, lies in northwestern Turkey near a major fault line, and experts say tens of thousands could be killed if a major quake struck there.

Seif Al Islam Gaddafi Nearing Niger Border, Tuareg Official Says

DAKAR, Senegal -- Moammar Gadhafi's son and one-time heir apparent is now believed to be heading toward the West African nation of Niger, where his brother and dozens of Gadhafi regime members already have sought refuge, a government official said Tuesday.

Rissa ag Boula, an adviser to Niger's president and an elected member of the regional council of Agadez, told The Associated Press that he was in touch with the ethnic Tuaregs who are helping guide Seif al-Islam Gadhafi. The ethnic Tuaregs were among Gadhafi's strongest supporters and fought to keep him in power.

"If he comes here, the government will accept him, but the government will also need to respect its international obligations. It's up to him to decide (whether to stay on the run or come to Niger)," Boula said.

Boula said that Seif al-Islam, who is wanted by the International Criminal Court, appeared to be poised to cross into Algeria in order to make his way to Niger. It would be the same route that his brother al-Saadi Gadhafi and more than 30 other Gadhafi loyalists had used in September.

Niger's government has said that members of the Gadhafi regime seeking refuge in the West African nation will not be turned back to Libya without guarantees for their safety.

Al-Saadi Gadhafi and several others considered key regime figures have been placed under house arrest in Niger's capital in a gated compound. The others are also under surveillance but are allowed to leave their villas, Niger's government said.

Unlike his brother who is already in Niger, Seif al-Islam is one of two surviving regime figures that is wanted by the International Criminal Court for crimes against humanity committed during Libya's protracted battle for power.

Because of its large Tuareg population, Niger was among the last countries to recognize the country's new leaders. Mosques and hotels throughout Niger were built by Gadhafi and he remains deeply popular in the nation, making it a natural sanctuary for fleeing members of his inner circle.

Netflix stock plunges on brutal 3Q, somber outlook (AP)

SAN FRANCISCO ? Netflix jolted its shareholders again with a third-quarter financial report that portrayed a company in crisis.

The video subscription service's latest blooper reel, released Monday, included an even larger customer exodus than the company had foreseen after announcing an unpopular price increase in July. What's worse, the report contained a forecast calling for more defections during the next few months.

The backlash will deprive Netflix Inc. of some of the revenue that management had been counting on to finance the company's expansion plans while it pays higher fees for Internet video streaming rights. The result: Netflix expects to post losses next year when it starts selling its streaming service in Britain and Ireland. The company didn't offer further specifics besides saying it won't go into any other overseas markets until it's making money again.

None of the developments pleased Wall Street as Netflix lost more than a quarter of its value after the bad news came out. If that sharp decline holds in Tuesday's trading, it will mark the first time Netflix's stock price has fallen below $100 in nearly 14 months.

Netflix shares shed $33.01, or nearly 28 percent, to $85.75 in Monday's extended trading.

It's the latest setback for a former stock market darling whose shares topped $300 just 3 1/2 months ago. Netflix's market value had already plunged by about 60 percent, or nearly $9 billion, before Monday's late sell-off.

Netflix lost its luster among consumers and investors by raising prices as much as 60 percent in the U.S. and bungling an attempt to spin off its DVD-by-mail rental service.

Raising the prices had to be done, according to Netflix CEO Reed Hastings. He said, however, that Netflix should have taken more time to explain to subscribers that the company needed the money to pay movie and television studios for rights to stream more video over high-speed Internet connections.

"We became a symbol of the evil, greedy corporation," Hastings said in a Monday interview with The Associated Press. "Then we faced a reputational hit that created significantly more cancellations than we anticipated."

The company, which is based in Los Gatos, ended September with 23.8 million U.S. subscribers, down about 800,000 from June. Netflix had predicted it would lose about 600,000 U.S. subscribers in a forecast released last month.

Management expects to gain U.S. subscribers in the current quarter, although Netflix didn't set a specific target. But a substantial number of Netflix's customers are expected to choose between renting DVDs through the mail, or streaming Internet video, instead of paying for both services.

The biggest hit is expected on the DVD side, a service that Netflix has been de-emphasizing to save money on mailing costs as its spends more to license movies and TV shows for its Internet video library. The company expects its DVD subscribers to fall from 13.9 million as of Sept. 30 to as low as 10.3 million at the end of December.

Hastings said he expects Netflix's DVD subscriptions to steadily decline, much like what has happened to AOL Inc.'s dial-up Internet connection service during the past decade as high-speed alternatives became more affordable.

Netflix's streaming subscriptions in the U.S. may rise by as much as 100,000 subscribers in the quarter, according to the company's projections.

The company's outlook looks even grimmer compared with how rapidly Netflix had been growing. From the end of 2009 through June of this year, Netflix had gained 12.3 million U.S. subscribers ? adding an average of 2 million customers every three months.

From a financial perspective, Netflix did better than analysts expected in the July-September period.

The company earned $62.5 million, or $1.16, per share, in the third quarter. That compared to income of $38 million, or 70 cents per share, at the same time last year.

The performance topped the average earnings estimate of 96 cents per share among analysts polled by FactSet.

Netflix's revenue climbed 49 percent from the same time last year to nearly $822 million ? about $9 million above analyst estimates.

Netflix's downfall leaves Hastings ? the only CEO the company has ever had ? in a precarious position.

Once regarded as one of the savviest leaders in technology and entertainment, Hastings has turned into a punching bag for frustrated Netflix customers and shareholders. Many of them are still befuddled by his recent decision making.

After Netflix's higher prices kicked in on Sept. 1, Hastings amplified the outrage by outlining a plan to toss the DVD rental business onto a separate website called Qwikster. The split from the Internet streaming service got panned so badly that Hastings reversed course in less than three weeks.

"I am not a quitter," Hastings said Monday after the AP asked him if would heed some investor calls for him to resign. "We made some mistakes, but I think our 10-year track record is extremely positive. We are going to focus on making this a great global streaming business. I am very excited about that."

Kimberly-Clark net income falls, though sales rise (AP)

NEW YORK ? Kimberly-Clark Corp., maker of Kleenex, Huggies and other well-known household brands, said Monday that its net income fell 8 percent in the third quarter because of rising costs. It also cut its revenue outlook and the high end of its earnings outlook.

Like many companies, Kimberly-Clark is struggling with higher costs for oil, wood, pulp and other materials it needs to make and transport its products. And like many companies, Kimberly-Clark is raising prices on customers to make up for its own higher costs, and relying on fast-growing overseas markets to make up for weakness in U.S. demand.

Net income fell to $432 million, or $1.09 per share. That was down from $469 million, or $1.14 per share, last year. Adjusted earnings of $1.26 per share were in line with expectations of analysts polled by FactSet.

But revenue was a bright spot, rising 8 percent to $5.38 billion. That beat analysts' expectations for $5.29 billion.

The revenue jump was helped by higher prices. Like many companies, Kimberly-Clark has been raising prices to deal with its own higher costs. In North America, sales of baby wipes and feminine care products increased, though sales of some other baby care and child care products suffered as customers traded down to cheaper brands or competitors offered heavy discounts.

The unit that sells toilet paper, paper towels and other products to offices and hotels saw sales of washroom products hold steady, which the company blamed on high office vacancy rates. Sales of safety products, such as helmets and goggles, and medical products, such as exam gloves, did well.

The revenue jump was also helped by currency exchange translation: When the dollar is weak, goods sold overseas translate into more dollars in the U.S. However, Kimberly-Clark said it expects this benefit to soften as some foreign currencies, such as the Mexican peso, weaken.

Higher materials costs pushed the cost of making products up 13 percent. However, Kimberly-Clark also said it is seeing some of those costs level off. For example, it now expects northern softwood pulp to cost an average of $980 to $985 per metric ton for the year, down from its previous estimate of $1,000 to $1,020. It expects oil to cost an average of $91 to $94 per barrel for 2011, down from its previous estimate of $100 to $105.

Overall, it expects cost inflation to make a dent of $575 to $625 million for the year, down from previous assumptions of $650 to $750 million.

But other predictions for the year were less cheery. The company expects an overall revenue increase of 4 to 6 percent, down from previous predictions of 5 to 7 percent. It expects per-share earnings of $4.80 to $4.90 after adjusting for one-time expenses. Previously, it had said that earnings were expected to be in the lower half of a range from $4.80 to $5.05.

Shares of Kimberly-Clark fell 80 cents to $72.20 in premarket trading.

Berlin police arrest man who burnt more than 100 cars (Reuters)

BERLIN (Reuters) ? A man who set fire to more than 100 cars in Berlin, a wave of attacks blamed by some on political extremists, was motivated by envy and frustration, police who arrested him said Sunday.

The 27-year-old told police that being jobless and in debt led him to set 67 luxury cars alight in one three-month run.

Those attacks, aimed mostly at luxury cars such as Audi, BMW and Mercedes, set alight 35 more cars parked nearby. The near-nightly attacks, often started by slow-burning barbecue fire lighters, had baffled police and left them looking inept in the midst of a mayoral election.

"This is a sensational triumph," said Berlin state crime office (LKA) director Christian Steiof. A second police official told a media conference that the man confessed to setting 67 cars on fire since June in Germany's poorest big city.

"He wasn't motivated by politics but rather social envy," said Oliver Stepien, a senior police official. "He said in essence: 'I've got debts, my life stinks and others with fancy cars are better off and they deserve this'."

Luxury cars have been set on fire in small numbers in Berlin for many years, especially in districts that once had low rents because of their then-unattractive proximity to the Berlin Wall.

Car arson suddenly soared this year, with up to a dozen vehicles set on fire on some nights. Berlin police turned to federal authorities for help, using high-tech equipment and helicopters with thermal image cameras.

Up to 500 police were deployed on the streets at night to look for suspects and a special 150-person task force was set up. More than 470 cars have been set on fire this year and police are searching for other suspects. They believe perhaps a third have been politically motivated.

"It might have been the case in 2009 that some people in Berlin had some understanding for the fire attacks as some sort of protest," Berlin's Interior Minister Ehrhart Koerting told Reuters recently. "But I don't think anyone has that any more."

Charlie Sheen slams new "Two and a Half Men" (Reuters)

LOS ANGELES (TheWrap.com) ? Looks like Charlie Sheen is done playing nice with his former bosses.

The ousted "Two and a Half Men" star, who's preparing for his small-screen adaptation of the Jack Nicholson film "Anger Management," took a few shots at the show while out in Los Angeles on Thursday, saying he's "very disappointed" in the direction "Two and a Half Men" has taken since his ouster, TMZ reports.

Asked about the ratings slide that the show has taken since its eye-popping season premiere numbers, Sheen offered, "People aren't stupid, you know? Not all of them."

Sheen was a critical about his replacement, Ashton Kutcher, who plays brokenhearted Internet millionaire Walden Schmidt on the show.

"He's doing the best he can," Sheen offered. "I don't think the role is cursed, but I'm extremely disappointed with how they're handling what I left behind."

After a very public, very ugly war of words with "Two and a Half Men" executive producer Chuck Lorre, Sheen struck a conciliatory tone at this year's Emmys, taking the stage and wishing his former cohorts "nothing but the best" with the show revamp.

"From the bottom of my heart, I wish you nothing but the best for this upcoming season. We spent eight wonderful years together, and I know you will continue to make great television," Sheen said.

Two weeks later, in late September, Sheen settled his lawsuit with Lorre and Warner Bros. Television. As TheWrap reported at the time, Sheen received $25 million in the deal, though that primarily consists of back-end payments from episodes he'd already filmed. (Sheen had been seeking $100 million in the suit.)

The good news for CBS? Charlie's a big fan of its comedy "Rules of Engagement." The series enjoyed robust ratings for its season premiere Thursday, and apparently Sheen was among the viewers.

"Anyone catch the premier of "Rules of Engagement" last night?" Sheen tweeted Friday. "Glad it's back! Hat's off to buddy Tom Hertz, cast and crew. Great show CBS!!"

Maybe he's trying to make "Two and a Half Men" jealous?
